Discrimination in Police Use of Force - Free Essay Example

In recent years there has been an appreciable surge in tensions between the police and minority communities; namely, allegations of police discrimination in the use of force have arisen. Given the civil liberties at stake including the very basic right to live it is imperative to address these allegations using rigorous research. It should be noted that this is not an easy issue to address. First, there are different ways that discrimination can be defined; taste-based discrimination refers to discriminatory treatment motivated by hostility towards a certain group, while statistical discrimination refers to discriminatory outcomes motivated by factors other than bigotry (such as racial profiling and implicit bias.) While some argue that statistical discrimination is acceptable, not all agree. It is clearly difficult to come up with an answer when the question changes depending on who you ask. Moreover, this issue is difficult to tackle because it would be unethical to conduct experimental research on discriminatory use of force. Without experimental data, we cannot be as confident in our findings. That being said, valuable studies on this topic have been conducted. Given the conflicting results and limitations of these studies, however, it is difficult to conclude definitively whether or not police discriminate in their use of force. Some evidence certainly is consistent with the idea that police use force in a discriminatory manner. For instance, Fryer (2016) analyzed Stop and Frisk data from New York City, which indicated if force was used and included information about the person stopped (including gender, age, etc.), information about the encounter (time of day, neighborhood, etc.) and information about the civilians behavior. Fryer found that African Americans were 54% more likely than whites to experience force. Even after controlling for factors like baseline and encounter characteristics, as well as civilian behavior and fixed effects, African Americans were still 17% more likely to experience force. Fryer then looked at data from the Police Public Contact Survey, which are very similar to the data from New York City with the exception that they are from the civilians point of view. This analysis paints an even starker picture, with blacks being over 300% more likely to experience force than whites (270% more likely when controlling for various factors.) The fact that this difference persists even after controlling for multiple characteristics is compelling. However, the control function approach taken here is not perfect; there is always the possibility that the researcher has not controlled for everything. If there were more factors that needed to be controlled for, it is possible that the differences Fryer observed would disappear once they were controlled for. Moreover, if one believes that statistical discrimination is okay, it is hard to discern whether the differential use of force is evidence of police discrimination. There is also evidence that suggests that police do not discriminate in their use of force. For example, Fryer also analyzed data from the Houston Police Department. The data consisted of the same information as the earlier analyses, but only included instances where lethal force was used. By focusing only on the riskiest situations, Fryer found no significant differences in the likelihood of blacks and whites to experience lethal force. Moreover, black victims of officer shootings were not statistically significant ly less likely to be holding a weapon. It must be acknowledged that this study only looked at one city, and thus we cannot draw sweeping conclusions from it. Moreover, as Uri Simonsohn (2016) points out, if police do racially discriminate against blacks when it comes to who they arrest, they will have less risky black suspects. This would result in the police not shooting at blacks significantly more, which would mask a true effect of discrimination. Feldman (2016) also takes issue with these findings; he argues that Fryers conclusion rests on an assumption that statistical discrimination is acceptable. Feldman disagrees that statistical discrimination is okay, and argues that the proportion of blacks in the population not the proportion of blacks that are arrested is the appropriate benchmark to use when assessing claims of discrimination. Thus, using Feldmans definition of discrimination, Fryers findings would support the argument that discrimination exists. The topic of police discrimination in use of force is sensitive but critical. It is also not black-and-white. The fact that 30% of those killed by the police in 2013-2015 were black, even though only 12% of the population is black seems like clear evidence of discrimination. However, the added statistic that 44% of those who feloniously kill the pol ice were African American nuances the picture and makes some reconsider their view of the matter. Although there have been solid attempts to answer this question, it is impossible to say whether discrimination exists given the contradicting evidence and methodological issues.

It will not only make your life easier, but also help you efficiently complete assignments and stay on task. My favorite way to stay organized is keeping a planner! I write down all my homework assignments, tests, and activities in order to stay on top of everything. I also utilize my calendar app on my phone. Get ready the night before This means picking out your outfit and packing your school bag the night before you will need them. This ensures you won’t forget anything and you will be ready to leave as soon as you get go through your morning routine and get dressed. It sounds like a broken record, but it really works! 5. Exercise Whether it’s joining a sports team at school, putting in extra hours during conditioning, or just going for a morning walk, moving will not only give you more energy but help you focus in class. It will also help keep stress levels low and is good way to detox from the pressures of school! The more you do it, the less it will seem like a chore. 6. Get to know your teachers Establishing a good relationship with all of your teachers will only help you in the long run. Teachers make great references for jobs and colleges! This ultimately causes his downfall from status and finally to his death, thus further classifying him as a tragic hero. There are many factors, which contribute to the degeneration of Macbeth. The three points which contribute greatly to Macbeths degeneration are the prophecy which was told to him by the witches, If it had not been for the witches telling him that he was to be Thane of Cawdor, Thane of Glamis, and King of Scotland, Macbeth would still have been an ordinary solider. The prophecies aroused Macbeths curiosity of how he could be King of Scotland. As the play progressed, Macbeth slowly began to rely on the witchs prophecies. Shakespeare uses the witches as a remedy for Macbeths curiosity, which corrupts him. Macbeths ambition also influenced his moral decline. However, Macbeths ambition would have never been strong enough to carry the motive to kill King Duncan, this is where Lady Macbeths influence also comes in to play because if not for Lady Macbeth, his ambition would not have intensified enough to drive him to obtain and maintain his title of King of Scotland no matter what it took, even if it meant murdering the previous king. In conclusion, I have discovered that phrase that condemns Macbeth and lady Macbeth as a Dead butcher and his fiend like queen is only a fraction right as far as act 1 scene 7 and act 2 scene 1 are concerned. I believe that even though Macbeth committed the most evil of crimes, regicide, to kill a King. He is not the butcher that the phrase would have us believe. Macbeth constantly battles with his innermost fears and doubts; he cannot maintain his power because his increasingly brutal actions make him hated as a tyrant. Unlike Shakespeares other great villains, such as Iago in Othello and Richard III in Richard III, who revel in their villainy, Macbeth is never comfortable in his role as a criminal. He shows at the beginning of the play that he knows right from wrong, and chooses to do wrong without being able to justify it to himself. He knows the even hand of justice and he is scared that his deeds will plague the inventor, he believes himself to be the inventor of the bloody deed. Ultimately, he is unable to bear the thought of the consequences of his actions. Lady Macbeth on the other hand can most defiantly be described as a fiend or demon, she is a woman of strong will who is ambitious for herself and who is astute enough to recognize her husbands strengths and weaknesses, and ruthless enough to exploit them, she exploits her sexual hold over Macbeth as a means to persuade him to commit murder. She manipulates and preys on the moral conscience of Macbeth. Unlike her husband, she lacks all humanity, we see her in the opening scenes, calling upon the Spirits that tend on mortal thoughts to deprive her of her feminine instinct to care. Lady Macbeth persistently taunts her husband for his lack of courage, even though he is known of his bloody deeds on the battlefield. But in public, she is able to place on a mask and hide her true nature. She uses her female finesse to avoid the gazing eyes of judgment and cruelly twists Macbeth to her will of evil and deceit. Though it may be arguable that Macbeth is evil and his wife is not, there is sufficient argument to counteract this statement as shown my essay.
